Like Denver and Boulder, PPRBD operates independently of DORA's state-level licensing. Your state plumbing license and contractor registration are prerequisites, but they don't automatically grant you permission to pull permits or perform work within the PPRBD's jurisdiction.

Registering with PPRBD

To register as a plumbing contractor with PPRBD, you'll need to submit:

• The PPRBD application/processing fee — $50

Insurance Requirements

PPRBD requires certificates of liability insurance that meet their minimum coverage thresholds. If you have employees, workers' compensation is generally mandatory. Colorado law classifies LLC members and corporate officers as employees, but an eligible owner can file a formal exemption with the Colorado Department of Labor and Employment; to qualify, you must own at least 10% of the company, hold an officer title, and file the rejection of coverage online.

Make sure your insurance certificates are current before you apply. Expired or insufficient coverage is one of the most common reasons PPRBD applications stall.

Pulling Permits

Once registered, you can apply for plumbing permits on individual projects. PPRBD requires permits for all plumbing installations, including water heater replacements and gas line work. The permitting process typically involves:

1. Submitting the permit application with project details
2. Scheduling a rough-in inspection before walls and ceilings are closed
3. Scheduling a final inspection after all work is complete
