What You Need Before Pulling a Plumbing Permit in Charleston

Having a South Carolina state contractor license — whether an RBP from the Residential Builders Commission or a Mechanical Contractor (PB) from the Contractor's Licensing Board — is necessary but not sufficient to work in the Charleston area. You also need a local business license and must navigate the specific permitting rules of whichever jurisdiction the project falls under.

Charleston, North Charleston, and Charleston County each operate independently. A permit pulled in the City of Charleston doesn't cover North Charleston, and vice versa. If you're working across municipal boundaries, you'll deal with multiple permit offices and potentially different fee structures.

City of Charleston Permits

The City of Charleston manages plumbing permits through its Customer Self-Service (CSS) Portal. To pull a permit, you need:

• A valid state contractor license card (LLR pocket card)
• An active City of Charleston business license, managed by the Revenue Collections Division
• A copy of the project contract with a detailed scope of work

The business license is mandatory and based on the previous year's gross receipts within city limits — typically $150 to $500 annually depending on revenue. If an employee is pulling a permit on behalf of the licensed contractor, they must present a notarized letter of authorization signed by the qualifying party.

Any contractor with a physical commercial office inside city limits also needs a Certificate of Occupancy.

North Charleston Permits

North Charleston runs its own Online Permit Center with a straightforward fee structure:

• $30 non-refundable filing fee per application
• $3.50 per standard plumbing fixture
• $6.00 for sewer lines and water heaters

One wrinkle that catches contractors off guard: any work on a municipal sewer line requires a separate permit from the North Charleston Sewer District (NCSD), issued independently from the building department. Missing the NCSD permit can trigger a stop-work order even if your building permit is valid.

Before starting work, the permit card must be posted in a conspicuous, weather-protected location on the job site.

Charleston County Permits

For unincorporated areas of Charleston County, plumbing work requiring inspection carries a minimum permit fee of $75.00. Failed inspections carry a $100.00 re-inspection fee — steep enough to make getting it right the first time worth the extra attention.

Inspection Sequence

All Charleston-area jurisdictions enforce a strict chronological inspection sequence. You cannot skip steps, and requesting inspections out of order will get you rejected:

1. Under-slab inspection — after under-slab plumbing is installed but before concrete is poured. All piping must remain exposed for visual verification.
2. Water lateral inspection — from the meter to the building foundation.
3. Sewer lateral inspection — lines must remain completely uncovered from foundation to tap until the inspector approves.
4. Rough-in inspection — after framing and in-wall piping are complete but before drywall. DWV systems must pass a hydrostatic pressure test or air test per Section 312 of the International Plumbing Code.
5. Final inspection — after all fixtures, water heaters, and backflow preventers are installed, tested, and operational.

Failing to schedule a required rough-in or final inspection can prompt a formal complaint to LLR and lead to suspension or revocation of the city business license or state contractor license.

Getting Set Up

If you're new to the Charleston market, the sequence is: state license first, then local business license, then permit account registration. Trying to pull permits before your local business license is active will get your application rejected.
